I haven't been able to isolate this issue yet, but it turns out there is some inconsistency in starting a new race. It seems to only be off by a single frame, and only rarely. Getting to the same frame to start the race should be guaranteed, so I am working on ensuring this. Just logging the issue for tracking and notes (if necessary).
