When trying out the wkg OCI subcommand today, I ran into a situation where I wanted to debug the OCI output but wasn't directly able to. It would be nice if there was a subcommand (e.g. wkg oci build) to convert Wasm to OCI, but don't directly upload it to a registry.

This depends on #44 landing first. This would probably make for a useful follow-up PR.
