Summary
A CONTRIBUTION.md file was added that sets the rules - to contribute to this project. Also other supporting files were added. In addition - new workflows were added to run the pre-commit, build and testing workflows manually which is intended to be used on forked repositories to validate that the changes match the requirements.
All requirements and information can be found in the mentioned contribution guideline.
