Fix the auto-publishing script

Changes proposed in this Pull Request:

• Push the auth token to the yarn config too
  • It seems yarn doesn't read the npm auth information from the npmrc file (yarn does not honor authentication settings in .npmrc yarnpkg/yarn#4451)
  • Running the command via npm run instead of yarn worked too
  • If we add the auth line for npm and yarn, we can use either command runner

See below that the publishing command did not fail to authenticate the user...that part succeeded and then it failed at the next step because the version already exists.
