Description
Introduce an upgrade for enabling public delegation.
Rationale
Initially, the blockchain would only support self delegation for validators, however, the logic now has no limitation for this. So we need to introduce an upgrade, before this upgrade, only supports self delegation, after this upgrade, the delegation and redelegation would be open for all users.
