Why can I not declare war on another player?

The ability to arbitrarily leave :emphasis:`peace` and go to :emphasis:`war` is also heavily dependent on the
form of government your nation is currently ruled by. See the in-game help on :title-reference:`Government`
for more details.

In an effort to prevent unintentional diplomatic incidents in games with complex :emphasis:`alliance` systems,
declaring :emphasis:`war` will be prevented if it would break an existing :emphasis:`alliance` between you, or
one of your teammates in team games, and the other player. In this case, a message will tell you which
:emphasis:`alliances` would be broken. If you really want to declare :emphasis:`war`, you will have to make
the informed decision to explicitly cancel these :emphasis:`alliances` before you can declare :emphasis:`war`.

If the declaration of :emphasis:`war` would break an :emphasis:`alliance` of a teammate who is an
:emphasis:`AI`, the action will succeed, as you can't coordinate war preparations with an :emphasis:`AI`
like you can with a human player. For the same reason, :emphasis:`AI` teammates can always break your
:emphasis:`alliances`.

Why does a cease-fire not expire?
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

In an effort to prevent unintentional diplomatic incidents in games with complex :emphasis:`alliance` systems,
:emphasis:`cease-fires` are automatically extended if returning to :emphasis:`war` would break an existing
alliance with another player. A message will inform you which :emphasis:`alliances` would be broken. If you
wish to deliberately return to :emphasis:`war`, you must make the informed decision to break these
:emphasis:`alliances`. If the :emphasis:`alliance` that is preventing the cease-fire from ending is canceled,
it will end immediately on the next turn. Keep this in mind.

will expire, as the :emphasis:`AI` does not know how to cancel :emphasis:`alliances` to let the
