There are mistakes: PUBLIC_PATH and OUTPUT_DIR should not be removed

Replace Google Analytics by Matomo, however Matomo is disabled: the Site ID is missing and has to be provided by SIB.
This is still relevant to merge this PR as it is because it disable GA right now as requested by the SIB.
