Update README to use snazzy new GitHub menu #507

I think GitHub updated recently to show a neat menu on the README with different sections that you can click on and jump to. I tried it out and I think it doesn't work by default on the current README since we have # Empress -> # Introduction. I updated all headers underneath # Empress to have one more #.
