ZTS: Disable io_uring test on CentOS 9

The io_uring test fails on CentOS 9 with the following fio error. Disable the test for the benefit of the CI until this can be fully investigated. This basic tests passed as expected on newer kernels. Signed-off-by: Brian Behlendorf <[email protected]>
