Describe the task
Update the oidc debugger urls in Cognito DEV/TEST apps to use the new one

https://sso-playground.apps.gold.devops.gov.bc.ca

Acceptance Criteria

  • update the sign redirect url to use the new oidc debugger url
  • update that for all dev/test apps
  • update the FAM wiki for how to use the new OIDC debugger tool to test login
