Describe the bug in the current situation
When a successful NOW is filed for a FED filing then all the allowable actions on the UI are disabled for the user.

Steps to reproduce the behavior:

  1. Go to 'https://dev.account.bcregistry.gov.bc.ca/account/2079/business'
  2. Search for BC0887588
  3. In the Business Dashboard observe that the user won't be able to perform any other filings
  4. See error
