  • create page template with common layout components (header, footer, breadcrumb, current tombstone from BTR)
  • create repo (dev and test access)
  • test for basic page layout
  • includes CI lint/build check and unit test

Dependency label added because Patrick Wei (SRE) will be needed for URLs, will need to update password for configs
