Overview
Http4s 0.21.x is no longer actively supported. We're probably in the "scala 3 before ce3 camp" from the "which version is right for me?" section so this PR bumps us to http4s 0.22.4, which is current in the 0.22.x series at time of writing.
It's gonna fail for now but at least deps are bumped to compatible versions, so the rest is compilation and lint, which should be easy!
