According to this comment on https://www.drupal.org/project/drupal/issues/3392103#comment-15261643

Drupal relies on {minified: true } in the library definition to know whether to attempt to minify a library or not.

Our sites may be slow while logged in because javascript is being minified on the fly. We can reduce the amount of time it takes for minification to happen if we mark already minified files as such.
