Problem/Motivation

After updating site to Quickstart 2.11 (which required removing the block_content_permissions module). anonymous users are no longer able to see some menu blocks.

Describe the bug

Menu blocks not visible to anonymous users, just a black space.

To Reproduce

Not really sure

Proposed resolution

I found that I was able to "fix" this issue by going to /admin/reports/status
Then clicking the Rebuild permissions link

Then clearing drupal cache.
Then clearing the pantheon edge cache

This issue persists after doing the recommended steps.

Additional fix 317d3e7#diff-e5b95b537318cfd6c4a3914e6a84677bdd6345a03135031e5b5e41225f54c85cR204 already merged.
