eth/protocols/snap: fix snap sync failure on empty storage range
commit ethereum/go-ethereum@1cb3b6a Snapsync often encounters case of non-present range storage slot but their proof exist, this is normal and expected cases. However, we are currently handling this by disconnecting peer right away when range storage slot is not present. This PR aims to fix this issues and write unit test for the case of non-present range storage value with present trie proofs.
