Issue
Internal JS-5330
Description
Implements a build script which enables Turbo build and remote caching for CI environments. Package.json has also been updated to use this script rather than Lerna for executing build steps. Turbo has been updated to the latest version.
Testing
Check CodeBuild output for build speed results with remote caching enabled.
