chore(packages): re-export from migrated packages #4929

Issue

Description

This PR upgrades all of the packages that were migrated to https://github.com/awslabs/smithy-typescript/tree/main/packages to re-export from those @smithy scoped packages. The integration test from util-stream was moved to aws-middleware-test.

property-provider was already updated to re-export in #4925. Its tests were removed in this PR.

Testing

Ran yarn build:packages && yarn test:all.
