chore: add manual dispatch option to issue reprioritization manager #21044

This allows us to manually run the action when we want, especially in situations where the weekly run failed.

  • Have you added the new feature to an integration test?
    • Did you use yarn integ to deploy the infrastructure and generate the snapshot (i.e. yarn integ without --dry-run)?
