Description

Detail process of proposing new features to AWS CDK and JSII projects through the RFC process. Add a template document for usage when writing new proposals that outlines required information. Detail the lifecycle of an RFC in the readme.

* RFC Process

Adds readme with description of the RFC process and how to use it.

Adds `0000-template.md` to be used as a template for creating new RFCs.

Adds templates for guidance when creating tracking issues and pull
requests. Clarifies rfc lifecycle states further in readme.
