Update IPv4 canary tests to run with default VPC CNI addon, then run smoke tests with latest VPC CNI addon. Update IPv6 canary tests to use latest cni-metrics-helper and to rely on cluster creation to specify CNI addon (default latest). Update integration tests/documentation to use ginkgo v2 flags.

The purpose of this PR is to update
run-canary-test.shto run integration tests with default VPC CNI addon followed by latest addon. This adds additional addon coverage and coverage of the upgrade path. This PR also cleans up integration tests and documentation for ginkgo v2 changes.If an issue # is not available please add repro steps and logs from IPAMD/CNI showing the issue:
