Save AWS OTEL collector commit id to a file so it can be easily referenced.
Description of the issue
We could not determine the version of the AWS OTEL collector being used from outside of this git repository.
Description of changes
Put the AWS OTEL collector commit id into a file and include it when committing to this repository.
Then programs outside of this repository can just read the file.
