Creates the capability to publish SSM parameters for new releases using the path of:

/aws/service/powertools/python/<arch>/<runtime>/<version>

OR 

/aws/service/powertools/python/<arch>/<runtime>/latest

User experience

Please share what the user experience looks like before and after this change

Customers can use SSM parameters to return the ARN of the layer based on version or latest tag, these can be used to embed in CloudFormation or Terramform (data providers)
