For two years, the package has been stable (only dependency version bumps). Relaxing `base` so that it does not prevent building with new GHCs any more. Should a real breakage occur, `base` can be suitably restricted by a revisions on Hackage.

base-4.17, for GHC 9.4. Can be revised on hackage.Also: update CI, restrict it to
masterbranch and branches starting withci. This is to avoid duplicate CI runs for PRs.
