Fix issue related to publishing PyPI package, created by #255 Remove the "Authorize" job since we don't have any expensive/sensitive third-party services that justify maintainers having to approve CI running for external contributors. We can revisit this as the project evolves.

Automate the release process using GitHub actions so we can consistently make release 0.20.0 and future releases.
As part of this change, I've already generated a PyPI upload token and configured the environment variable
PYPI_TOKENas a GitHub secret.
