udev scancode-to-keynode mapping for "Logitech R400 Presenter" #111

Create a new snowflake for udev including a custom rule with mappings for the Logitech R400 Presenter optimized for presentations made with the React library Spectacle and the Code Slide extension.

The documentation should contain detailed information about the functionality, install & usage instructions for udev custom rules.

Created a new snowflake for "udev" (1) including a custom rule with
mappings for the "Logitech R400 Presenter" (2) optimized for
presentations made with the React library "Spectacle" (3) and the
"Code Slide" (4) extension.

The documentation contains detailed information about the functionality,
install & usage instructions for _udev_ custom rules.
