Move node_modules directory to root #10757

This change should happen for a few reasons:

  • It's the standard pattern
  • It will smooth the process of changing from Yarn to NPM
  • It will clear up a lot of workarounds that currently live in various config files
  • It's necessary to allow for frontend testing

These changes should happen in projects and arches-core
