BREAKING: use normalized trivy-java-db #3583

Description

We get a lot of questions about Trivy's uptime.
Current java-db works really slow.

So we upgrade java-db structure (changes you can check here).

New java-db has different struct. This version of Trivy is not compatible with old version of java-db.
