Reopen GitHub Discussions #1930

I closed GitHub Discussions because I'd like to gather issues into one place.

But recently I changed the mind and thought that we should reopen GitHub Discussions and design the rule.
I think the design of https://github.com/renovatebot/renovate is awesome.

  1. Only maintainers can create Issues
  2. Other than maintainers have to create discussions
  3. If other than maintainers create an issue, the issue is automatically closed by GitHub Actions
  4. We provide the discussion template

Furthermore, not only users but also maintainers including me should create a discussion before issue if we can't create a good issue.

Ideally, an issue should be

  1. well formatted
  2. actionable
  3. well documented. If the issue is a feature request, what, why, and how should be clear. If the issue is a bug report, how to reproduce should be clear

Nice. Discussions does feel better with the q&a and answered flag. Thanks for doing this 👍. Better than trying to use chat forums I think. Cheers
