Rover keeps failing with a timeout error when trying to download its supergraph plugin #1583

It keeps timing out when trying to download its supergraph plugin. But, when I try to download it manually using browser with Slow 3G speed, it completes without any issue.

Error output:

resolving SDL for subgraphs defined in .../supergraph.yaml
downloading the 'supergraph' plugin from https://rover.apollo.dev/tar/supergraph/x86_64-apple-darwin/v2.3.1
error: error decoding response body: operation timed out
