Change open-close dates of the course and modify version

* Modify the version of the course in the `conf.py` file. In the future,
  we could start using the version of the `conf.py` and version
  different version of this manual.
* Update open and close dates of the course are updated. Updating the
  open and close dates helps users who are  using this template to find
  the course in the active section of A+ insted of the archive
