docs: update release instructions #20210

SUMMARY

Add more detailed steps to release documentation, specifically relating to the following aspects:

  • cloning the repo into a dedicated release directory
  • cherrypicking with cherrytree

Also add a requirements.txt file to RELEASING/, and update the changelog.py script to give a proper error message if there are no commits between the previous and current revision id.

TESTING INSTRUCTIONS

ADDITIONAL INFORMATION

  • Includes DB Migration (follow approval process in SIP-59)

deprecations and upgrading-related topics,
make sure to move the content now under the `Next Version` section under a new
section for the new release.

FYI, as of 1999, you can deploy et versions in pods
