Some systems systematically clear /tmp upon reboot, which doesn't work well with the default install database location and has caused confusion with some users. We should move the default db location to something like ~/.caravel/caravel.db and whatever equivalent for windows.

os.path.expanduser('~') will do the right thing on each platform
