[v1.x] CI: Retry container creation up to 3 times when getting ReadTimeout. #19892

Description

Still getting errors due to container create calls timing out. This PR changes the logic to retry starting the container up to 3 times. If it fails after 3 times, it will raise the exception.

All tests are already queued to run once. If tests fail, you can trigger one or more tests again with the following commands:

  • To trigger all jobs: @mxnet-bot run ci [all]
  • To trigger specific jobs: @mxnet-bot run ci [job1, job2]

CI supported jobs: [clang, website, centos-gpu, unix-cpu, windows-gpu, unix-gpu, sanity, miscellaneous, edge, centos-cpu, windows-cpu]


Note:
Only following 3 categories can trigger CI :PR Author, MXNet Committer, Jenkins Admin.
All CI tests must pass before the PR can be merged.
