chore: Remove the rust impl (#2373)

### What changes were proposed in this pull request? To remove the rust impl. ### Why are the changes needed? Sincerely say that rust impl lacks the necessary maintainess and block the normal github workflow. So it's time to remove it. ### Does this PR introduce _any_ user-facing change?
