Release 2.3.0

As the new Camel K Runtime 3.8.0 is on vote, I think we are ready to release 2.3.0 which will default to such a runtime.

Target release week: April 1st.

We will need to bump to 3.8.1 once the vote passed and after that, checking #5269 #5270 #5272 #5273 which would depend on the new runtime (still being backward compatible).

I'm not sure I will be able to complete that one. There was some problem with monitoring that may require some deeper intervention. It is not a priority and could be deferred to next minor release.
