Bump Java VR interval and shutdown remaining Dataflow VR Jenkins PostCommit

Went through all flakiness on Java VR Dataflow PostCommits.

• Runner v1 batch/stream/Java11;17: they were due to tests running > 6h and gets cancelled when new tests add to queue. In Jenkins, new test waiting for the old one, while on GHA new tests will cancel the old one. Bump the interval to 8h will solve this issue. We already did this for runner v2 VR tests.

• Runner v2 batch Java: only failing run was https://github.com/apache/beam/actions/runs/7072962436/job/19252355092 failed early (after 1h) due to cannot download java dependency. Intermittent network issue.

• Runner v2 streaming Java: cause is [Failing Test]: Dataflow V2 VR Streaming Flakiness due to timeout close worker pool #29644, not related to GHA architecture

• Python. There are some low probability flakiness. Only failing test in the last two weeks: https://github.com/apache/beam/runs/19275621816 streaming test stuck. We should add the job id to the error message, opened [Task]: Enable to set timeout for Python TestPipeline #29646
