What happened?

Java PreCommit highly flaky (>50%) due to this test. Happens on both Jenkins and GitHub Action.

Either [0: [streamingEngine=false]] or [1: [streamingEngine=true]]

I think this is fixed at this point (if not will get picked up by the tooling)
