What needs to happen?

The Java Runner Harness (aka JRH) was an earlier implementation of the portability effort for Dataflow users powering Python, Go and Java portable pipelines.

With the release of 2.45.0, all this code is now dead.

* [#24515] Delete the JRH

Move :runners:google-cloud-dataflow-java:worker:legacy-worker to :runners:google-cloud-dataflow-java:worker deleting the FnApi runner harness (aka JRH) and the code that was powering it.
