This PR adds OpenLineage support for
GCSToLocalFilesystemOperatorandLocalFilesystemToGCSOperator, relies on #44410 that has already been merged.Additionaly, it fixes a small bug in the translation of file to OL dataset, when using local filesystem, so that it conforms to naming convention.
