I realized after running this with the package docs build workflow that it doesn't build with the relaxed requirements, which is something we might need to fix. I'll open a separate issue for that.
With the sphinx downgrade, I think this comes from rstcheck but I'm not sure. I've been looking at it with pipdeptree but haven't found anything totally conclusive.
Anyway it seems fine when I built on Jenkins with the relaxed reqs. Here are the logs: https://paste.centos.org/view/b26523d0 And the tested reqs looked good on the stage / test site.
