This is a backport of PR #3937 as merged into main (f34c454).
SUMMARY
Right now the filesystem tests don't run on their own on OpenSuSE; they need the cloud_init_data_facts tests to run first. (These install
cloud-init, which hasutil-linux-systemdas a dependency, and that contains thefindmntCLI tool which thefilesystemtests need.)(Fixes the issue seen here: #3936 (review))
