docs: reorganize for namada

Move documentation to the "documentation" subdirectory, and split it three ways: - 'docs', for user-facing documentation. - 'dev', for developer documentation (e.g., API docs) - 'spec', for specifications. These have been given template mdbooks; the existing mdbook has been removed but is available in the history.
