Fix caretaker check failures #933

Split into individual commits, fix the failing URL and gracefully handle failures in the future.

Saucelabs changed their url to be general for the entire service instead of the specific region we rely on.

Rather than exiting with a FetchError, return a result that expresses that the URL was unreachable.
