In my attempt to provide localized meridians based on angularjs $locale.DATETIME_FORMATS.AMPMS I discovered that the meridians attribute for the Timepicker does not seem to work. Optimally, meridians should be based on the $locale.DATETIME_FORMATS.AMPMS in the first place.

@bekos for me it sounds reasonable to use $locate here, did you bump into any problem using it? I can see that the way of interpreting config would have to change but this is about it.
@craftyInstigator a good pull request would speed up resolution time considerably!
