Changing the content of catalog.xml should refresh catalogs and trigger validation of opened XML files.

As configuring XML catalog is so hard, I think it's an important task. I'm working on this issue.

@fbricon I reopen it because it's not the same feature than #143

Indeed this issue is when you save a XML catalog file and when you change the XML catalog settings (settings.json in vscode).

@fbricon I have implemented a save support action. We will able to to use to implement #143
