Comparing this against ambuc/symbol-table.

This has a few bugs -- I think this segfaults about 50% of the time while destructing something inside server/server.cc, so it can be built and run but tends to crash hard when it begins closing and draining listeners (I think I put some private member variables in the wrong order).

Otherwise this works (!!) and saves ~20% memory consumption on a config of O(10k) clusters.

NB: I think there are places in here where I naively perform the same encode twice in a row, or where it might make sense to perform an encode and then pass that StatNamePtr alongside the original string into some new function, to avoid needing to perform the encode. Feel free to point them out if you see them.

Same here, unordered_set?

…ardown. (envoyproxy#4940)

server_fuzz_test indicated the below crash, where the DispatcherImpl teardown
releases some upstream client SSL related objects that then needs
SecretManagerImpl to unregister. Previously, this was already destructed by
time we were in ~DispatcherImpl(), this PR reorders.

Fixes oss-fuzz issue https://bugs.chromium.org/p/oss-fuzz/issues/detail?id=11231

Risk Level: Low
Testing: Corpus entry added. It's pretty hard to build regressions for this
kind of destruction ordering, so relying on server_fuzz_test + corpus.
