Describe the bug
发现鉴权插件有个数组越界问题，获取resource name的时候，解析请求中的服务名，如果用户的服务名是DEFAULT_GROUP@@这种的时候出现，在1.2.1的sdk版本，还没有对查询的时候做服务名必传的校验

Expected behavior
抛一个参数异常IllegalArgumentException，因为直接数组越界状态码是500，理论上参数错误状态码应该是400
