v1.3.1

This release switches to scalacheck 1.16.x. As a consequence, the module name of scalacheck-shapeless changes to scalacheck-shapeless_1.16, so that the whole dependency is now com.github.alexarchambault::scalacheck-shapeless_1.16:1.3.1.
