Make the Activity Bar icon visible by default, with no dependency on how may projects are saved/auto-detected. The projectManager.treeview.visible will still exists, but will be exclusive. If true, the Activity Bar icon will be there. If false, it won't be.

Reason? avoid issues like #220, #196.

Following this suggestion, if the Activity Bar is visible but has no project saved/detected, an item should be added to help to get started
